Each column is a requirement, each row a person. Valid, expiring, expired and required-but-not-held are four different states, and the matrix sorts the gaps to the top.

An expiry that does something.

An expiry here does not send an email and hope. It raises an owned action with a verifier, escalates up the reporting chain if it slips, and blocks permit issuance until it is resolved.

Requirements per role

What a rigger must hold differs from what an electrician must hold. Requirements follow the role, so a role change re-tests compliance automatically.

Iqama and residency tracked with training

Workforce documents sit in the same matrix as certificates, because site access, insurance and permits depend on both.

Medical fitness as a requirement

Periodic occupational medicals are tracked like any other credential, including when a role change introduces a new requirement.

Expiry raises an owned action

Not a reminder — a tracked item with an owner and a verifier, in the same register as incident and audit actions.

Permit interlock

Required competency expired means the permit does not issue. The check runs at request, at issuance and at every revalidation.

Certificates attach to every record and attendance sheets to every session, so the matrix is auditable rather than asserted.
