Why BSLR
The question is not which software. It is whether anything is governed.
Most HSE tools record what happened. Very few can prove who owned it, who verified it, and what happened when it slipped. That difference is the whole product.
The three questions
Ask these of your current system.
Who verified this closure?
Not who closed it: who checked the evidence and confirmed it, as a different person from the one who did the work. If the answer is “the same person”, there is no verification.
Why was that one rejected?
A rejection without a written reason is a decision that never happened. Six months later, nobody can explain it: not to the auditor, not to the court, not to the family.
What escalated last week?
If overdue items do not climb the reporting chain by themselves, then the chasing depends on one person’s memory. That person takes leave.
